Ars reincarnates in a another world as the son of a minor noble family, having the innate skill of "appraisal" to discern people's abilities. He ventures into the town in search of talented individuals. There, he encounters Rietz, a young boy from Marcan who is lost and discriminated against. Through his appraisal, Ars discovers that Rietz has flawless and overwhelming stats.

Following Raven's orders, Ars, along with Rietz , begin searching for talents. Seeking new encounters, Ars visits Cannare and is impressed by its developed streets. But, he notices striking disparities between rich and poor, which offers him a guide for future development. Ars unexpectedly meet a girl, Charlotte, and discovers that she has extraordinary magical talents.

Ars, accompanied by Reitz, head to rescue Charlotte, who had been captured by slave traders. By Reitz's efforts, they successfully rescue Charlotte from the hands of the rogues. Hearing Ars’ goal of "creating a city where children can hold onto hope," Charlotte finally pledges her loyalty to him.

By the time Ars turns six years old, Reitz and Charlotte are already showing remarkable prowess. While searching for the next talent, they hear rumors of a pair of gifted hunter brothers. Upon visiting them, they encounter the youngest brother, a timid boy named Rosell. Using appraisal skills, they discover that he has extraordinary ""strategic prowess"".

While steadily developing the strongest territory, Ars's father, Raven, suddenly fall ill. As Raven lays bedridden, he reveals to Ars for the first time about a bethrothal. With no time to prepare, Ars' fiancée, Licia, arrives at the Louvent household. Licia is an undeniably lovely girl, but Ars notices a significant "ambition" hidden within her, using his appraisal skills.

As Raven's condition gradually worsens, shocking news arrives that the governor of Misian state, where Ars is, has been assassinated. Instead of his ill father, Ars responds to the summons of Canal County Chief Lumere and attends the military council. Lumere informs them that a major war is imminent, and Ars and his companions brace themselves for it.

Ars, who is not allowed by Raven to go to the battlefield, struggles to become stronger. However, the time for him to part with his father is approaching rapidly. Knowing his fate, Raven entrustes Ars to Rietz, Charlotte, Rosell, and Licia. On the night of the full moon, Ars and Raven spend their last moments as father and son.

A trial soon befalls Ars, the new lord of Lamberg. To secure alliance with Plena, Ars' team set out to devise a strategy. To ensure their success, they seek assistance of the mercenary group, "The Shadows," known for their excellent information-gathering skills.

Ars' team, aiming to sway Plena, acquire a pact from the enemy by Famme's efforts. However, the document contains puzzling elements. Noticing this, Rosell devises a plan using the pact. Ars' team directly enter Plena and expose the 'lies' written in the pact, waking the county chief to conscience who had defected to the enemy.

Invited by Couran, the successor to the governor, Ars' team head to the trading city of Semplar. As Ars feels nervous about the grand party, Couran finally makes an appearance. During the rally party, Couran speaks of his ambition to found the "Nation of Missian" and praises Ars. However, he also reveals the pressing issue of insufficient manpower in their force.

Using his appraisal skill, Ars discovers that Mireille possesses monster-level stats. Surprisingly, Mireille is the former advisor to the late Governor of Miisian. Aware of her notorious reputation, Rietz opposes making her a retainer, but Ars decides to hire her. However, after joining Louvent family, Mireille causes numerous problems, leading to growing dissatisfaction among those around her.

The battle dividing the Louvent family heats up, with Mireille executing strategy after strategy against Charlotte and Rosell. Though Rietz's team fights valiantly, Mireille's cunning prevails, leading to a victory for her and Ars' team. This win earns her Louvent family's respect. Mireille also acknowledges Rietz's abilities, praising Ars as having the potential to become an "Emperor."
