Unwilling to have an investigation hampered by a meddling outsider, Lee, the FBI assigns a rogue LAPD detective, Carter, to the case. Wanting to join the Bureau, Carter accepts then finds he has to babysit Lee. So Carter goes on a one-man crusade to solve the case while distracting Lee at the same time.
